It's a consecutive move pin. After 21.Be6 Rf8, 2.fxe dxe, 3.RxN wins the knight. If 21.Be6 Kg7, 22.BxN KxB, 23.fxe dxe, 24.Bg5 wins the knight, and so up a whole rook!

21.Be6 Pins the Rook on f7 to the King and can win an exchange whenever necessary.
