Raymond mar says...
Instead of black. 60.......Qc3. Why not Qd1 with idea of forcing exchange. Kf2 doesn't work due to Qf1+. I think draw by repition for white I best alternative.

I would play 61. Qg4+ Kf7 62. Qxe2 and you still get the d vs b Pawn race.

If you said, "Offer a draw," because you had 1 second on your clock, then you did the same as I did.

However, Qh4+ allows you to pick up the e2 Pawn and think you have a winning position. Didn't they say, "Two Pawns is winning?" I never found it in the Post Mortem or with the computer. Here is a line that gets to an Endgame Tablebase, which is a draw:

59. Qh4+ Kg6 60. Ke3 Qc3+ 61. Kxe2 Qxb4 62.
Qe4+ Kg7 63. Qd3 Qd6 64. Qe3 Qc6 65. Qe5+ Kg6 66. d5 Qc2+ 67. Kf3 Qd3+ 68. Kf2
b4 69. d6 b3 70. Qe8+ Kf6 71. Qe7+ Kg6 72. Qe6+ Kg7 73. d7 b2 74. Qe7+ Kg6 75.
d8=Q Qxd8 76. Qxd8 b1=Q
